1st step:
go to My computerthen create a folder and give name “Info”
open Info create an another folder and give name
“Backgrounds”
open the folder and save the preferred picture on that folder
and name that picture as “BackgroundDefault”
Note: the picture should be less than 254 kb
2nd step:
press windows logo key + R
type ” regedit”
then go to HKEY_LOCAL_MACHINE rightclick mouse buttonRename “OEMBackground”
Right click mouse button < modify ok

Press ctrl+alt+Delete to check..you can see it works
